Fallout Tactics: Brotherhood of Steel instaling

I think the main issue to it's 'non-canon' status is the claim that the Brotherhood of Steel was formed from inhabitants from a Vault, while in Fallout 1/2 it was clearly mentioned they were formed from personnel from the Mariposa Military Base. In Fallout 2 rather than being a statistical anomoly, or the queen of a brood, all the deathclaw inhabitants of vault 13 are intelligent (maybe more intelligent than 4) because of genetic modifications. You can see in character creation that the max intelligence for FT deathclaws is 4, which is the traditional Fallout minimum to be capable of intelligent speech. However there was nothing to indicate that talking deathclaws could not have occured naturally. I have heard for example that there is a talking deathclaw in Fallout Tactics, even though intelligent deathclaws were supposed to have been created during the time of Fallout 2. However, it may be entirely possible that the data in Fallout 1 and 2 was mistaken, as a lot can happen in a post-apocalyptic world. I believe the main problem people seem to have with FT is that it claims that the central vault was Vault Zero, while Fallout 1 and 2 establish that it was, in fact, Vault 8. What issues make Fallout Tactics particuarly incompatable with the Fallout story line?
